The very point of a constituency is to provide a group of people with the right to elect a person to a particular position. In a dictatorship, the citizens don't have any choice in who serves in what position. The dictator him or herself is in complete control of the nation (or kingdom) and it negates the notion of a constituency since the citizens don't have any power to hold elections.
