The Enforcement Acts granted federal authority to stop acts of terror (namely by those cowards the KKK). Ultimately the acts were not successful because the KKK resurfaced with tremendous power in the 1890s; this was due to the end of reconstruction in 1877 (when the federal troops left the South). There were numerous clashes between federal troops and Klan members
