The R value is how close to a straight line the data is.  This is between the values of -1 and 1.  Since this scatterplot is kinda linear, but not perfectly the R value will be close to 1 but not 1.  Because of this this will rule out both A and C.  Since B and D are the same value with the only difference in one being negative, we have to look at the direction of the scatterplot.  The scatterplot trends in the negative direction so we need to choose -0.85 or B for your answer
