short side is about 3 1/2 squares so 3 1/2 feet
 long side is 7 squares so 7 feet
 perimeter =  7 + 7 + 3 1/2 + 3 1/2 = 21 feet

On one side, it looks like 3.5. 

The other side looks like 7.

3.5+3.5+7+7= 21

About 21 ft. is the answer.
