P(Queen of clubs is drawn) =  1/52
P(then a 3 spades is drawn) = 1/51

P( Q then a 3)  = 1/52 * 1/51 =  1/2652

If the order  does not matter  then  the probability  = 2/2652 = 1 / 1326
