You need to find the surface area.
1 foot =12 inches, 1 ft²=144 in²

3feet=36inches, 
lateral area of a tube: πd*h=3π*36=108π
the right end, the bottom of the tube, is a circle: πr²=π(1.5)²=2.25π
I suppose there is no top cap.

add up: 2.25π+108π=110.25π=346.36 in²≈2.4ft²
