In the past, voters could only
approve candidates who were picked the communist party. Now, they could choose
from a list of candidates for each office. Gorbachev gave way toward full-scale
electoral democracy by taking initiative in changing the way the elections were
handled in the past. There were multicandidate elections all over the country
and at the same time unlimited nomination of candidates.
