To find the percent 16 represents we use a rule of three:

[tex]\begin{gathered} 50\rightarrow100 \\ 16\rightarrow x \end{gathered}[/tex]

Then:

[tex]x=\frac{16\cdot100}{50}=32[/tex]

Therefore 32% of the people wore hats.
