Find the slope first  m = (13 - 1) / (4 - -2) = 12/6 = 2

Use y = mx + b and one of those points for x and y

13 = 2(4) + b
13 = 8 + b
b = 5

Equation : y = 2x + 5

point slope form: y - y1= m (x-x1) 

Find the slope: y1-y2/x1-x2 = 13-1/4-(-2) = 12/6 reduce it: 2 
So the slope is 2

Choose one of the points: (4,13), (x1,y1) 

The equation is y - 13 = 2 (x - 4)
