Would the Big Bang theory help explain the shift

No doubt the universe is expanding,but not at an accelerated rate. 
The universe is a finite quantum entity so it must have a maximum and a minimum size. 
The observed Doppler shift could be the effect of galaxies in a state of accelerated collapse. 
If you observed a galaxy from the other side the same red shift would seem to indicate a recessional velocity which would be true but the recession would be the result of the collapse.
