I'm not sure I understand your question? The meaning of "red and green strips" depends on how they're being used. If we were to say "That shirt has red and green strips" then it would be literal. But if we were to say "The balls moved around so fast they looked like red and green strips" then it would be figurative. Hope this was helpful.
