Because you know mi/h means the miles PER hours, and we know that when we see the word "per" we're dealing with a rate. What we have to do here, is multiply 10(mph) is like the average, or limit. So if I'm running 2.5 miles I multiply 10 x 2.5 to get 25.

Or just move the decimal point one space because of the zero in 10.
