Point-slope form:

y - y₁ = m(x - x₁)                "m" is the slope


(x₁ , y₁) = (3, -8)

m = 7

Plug this into the equation


y - y₁ = m(x - x₁)  

y - (-8) = 7(x - 3)

y + 8 = 7(x - 3)
