Smaller states argued they would be "swallowed up" by the larger states, so they wanted to have an equal vote in congress. Larger states would power congress if the government was based on population. They couldn't agree, so this resulted in compromise, the Great Compromise. The senate would favor small states and the house of reps would favor larger states.
