Van Der Waals forces between the hydrogen and oxygen on separate molecules. It's the hydrogen bonds in the atoms that give them their strength but Van Der Waals between the molecules that gives the high bpt.
Your answer is basically Hydrogen Bonding, but the top explains it why.
