Assuming that the cost of cabbage heads is the same for both Mollly and Willie the cost of one head of cabbage would be $1.80 / 2 which is equal to $0.90.

If Willie has $28.80 he can buy $28.80 / $0.90 worth of cabbage heads. He can therefore buy 32 heads of cabbage.
