Political machines were simply an organization that had an understanding with political candidates about answering their interest once elected.  Political machines had enough influence to fix elections and get a certain politician elected to their desired office.  In exchange for this politicians would give the people behind their getting elected, the political machine, a kickback.  It's a lassiez-faire concept, you do something for me I do something for you.
