Yup! Someone can have a biased opinion which would could be either neutral or positive. Put it this way, if someone thinks poorly of something, they could paint that image in a similarly negative light and vice versa with positive. Bias is simply when the viewpoint is not from a neutral standpoint and the writing is heavily opinionated.
